Responsibilities and Duties
Conduct IT strategic planning, organizational design, operating concept development, and associated governance for an application development organization
Scan the external IT environment to provide a common set of planning assumptions, competitive analysis, current and future market assessments for products and services to the business, and a common set of planning processes and tools to assist those with planning responsibility in IT
Assist the government organization implement a vision statement with underlying goals, objectives, and measures aligned with strategies and plans from higher-echelon parent and partner organizations
Develop transition plans and roadmaps to support organizational change and transformation in an IT organization.
Provide expertise in strategic and organizational planning and the ability to gather information to synthesize functional needs and conduct studies, plans, and assessments
Develop organizational improvement recommendations and facilitate process and quality improvement efforts
Identify, analyze, and resolve business and administrative operation issues and challenges that are central to the effective conduct of their activities
Support task execution activities to include meeting minutes, schedules, and action tracking
Extract and synthesize complex information to prepare briefings, read-aheads and other materials
Qualifications and Skills
Bachelor’s Degree in Business Administration, Public Policy / Administration, Computer Science, Information Systems, or other related field (or equivalent work experience)
Master’s Degree in Business, Public Policy / Administration, Information Systems or related field preferred
6+ years of experience providing management consulting to Federal agencies in IT Strategy, Organizational Design, and/or Governance
Extensive knowledge of major approaches to strategic planning, organizational design, and/or governance
Experience or training in Agile methodologies
Knowledge of IT capabilities and trends
Ability to assess an organization from a people, process, technology, and cost perspective
Ability to lead studies and assessments
Able to identify, recommend, and implement strategies, transition plans, and organization and culture change initiatives
Experience in managing multiple simultaneous efforts to gather information to synthesize strategic, functional, and technical needs
Excellent written and oral communications skills; able to effectively communicate complex topics to team members and client personnel
Confident and professional manner when dealing with peers and organizational personnel at all levels; excellent management, problem solving, and client relationship skills
Ability to work independently, with minimal direct supervision necessary
Ability to work under pressure and tight deadlines in a fast-paced environment
Experience utilizing the Microsoft Office Suite including Word, Excel, PowerPoint, Project; experience with Microsoft Visio and SharePoint
